Who Decides Who Gets Sponsor's Invites?

I can understand if it was a player who has played well but suffered an injury and so ultimately failed to qualify as of right. They may have been 10th in the world at the time of the injury, dropped out through lack of playing, come back and be playing well again. There would not be many in this category but an invite covers this type of situation.

There is no excuse for the two obvious ladies not being there at this tournament, that is just poor.
