Like a Dragon: Ishin! - Bugged/missable sub-story

The second sub-story listed under Fushimi sub-stories. I can't trigger it at all. Checked multiple sources to see what sub-story it is exactly, suppose to trigger in the alley north of the Teradaya Inn from Ch.4 onward and it's called switched bags according the the JP guide for the PS3 version.

Can anyone confirm that they have done this sub-story specifically?

Edit: Tried this sub-story on a second playthrough and still nothing.
Edit 2: Sub story 21 listed under Fushimi sub-stories is also bugged, i'm at 90% memoirs collected and this sub-story has not triggered yet and according to a gamefaqs post is directly related to the the other sub story being bugged. If i can actually get it to appear, the other one should appear aswell.

Edit 3: At 92% memoirs given to Satow, Diplomacy in Darkness triggered suddenly despite it not being % related, i assume a specific memoir triggers this sub-story. Regardless as soon as i finished it, Precious Packages appeared on the map. I got this shit on record.
