Ball bounces out winter hole

So whats the ruling for when it's the temporary greens with the 4 inch winter bucket holes, and the balls is putted into the ball and it hits the bottom of the cup and bounces out?
Is it dead, or the hole not finished yet?

Have seen this happen too many times to not have a definative answer.
