80 degrees of putter angle?

Ive been playing stricker style with toe down heel up, and also shaft more upright to about 80 degrees (90 being vertical).

The rules seem a bit vague saying if you play 'near' to upright your lie angle may have to be as much as 25 deg, but elsewhere it says max 10deg to upright

I use a short 28 inch putter (use a driver width stance and im fairly short at 5 7) also and wondered if this had an impact. Ideally im looking to get a new shorter 28 inch putter with 80 degree putter lie.
